Birgit Jæger, Roskilde University “Bridging the Digital Divide:  Policies and Actions” 4:15pm; Carnegie 107, Pomona College

In a new strategy for e-government, the Danish government set the goal that in a few years all contacts between citizens and public authorities must be conducted electronically. To implement this strategy, the current group of digitally illiterate citizens has to be reduced to avoid a new digital divide around public services. From statistics we know that most of the people in this group are older, hence the question is how to motivate older people to use information and communication technology (ICT). In this talk, Professor Jæger describes a Danish program that explored how seniors became users of ICT. She will present the Danish ICT policy, which shapes the political background for the program, and discuss the results. It turns out that several factors are crucial in determining whether or not an older person becomes an ICT user. This knowledge bears directly on policies for limiting the digital divide, and therefore on the prospects for equity in a digital society.
